The Health Level Seven Version 3 (V3) Normative Edition—a collection of specifications based on the HL7 Reference Information Model (RIM)—provides a single source for V3 specification implementers to work with the full set of communications, data types, and terminologies required to construct a complete implementation. The 2015 Normative Edition is the seventh publication of the entire V3 specification suite, which includes ANSI Approved Version 3 Standards, Normative Level Ballot Passed Standards Pending Final ANSI Approval, and Draft Standards for Trial Use (DSTU). It provides communication standards for documenting and managing patient care and treatment in a number of healthcare settings. As a result, it is a critical component of the technology required to address the global challenge of incorporating healthcare data in areas including patient care and public health.

The Normative Edition of Version 3 reflects a modern approach to clinical data exchange based on a model-driven methodology that generates messages and electronic documents in XML syntax. The storyboard descriptions, trigger events, interaction designs, domain object models derived from the RIM, hierarchical message descriptors (HMDs), and a prose description of each feature are all given in the V3 specification. The non-normative V3 Guide and normative specifications for data types, the XML technical specifications (ITS) or message wire format, message and control "wrappers," and transport protocols are also needed for implementation of these domains.

For HL7, Version 3 is a major departure from "business as normal." The V2.x series of messages are commonly used and very popular because they provide a lot of versatility and optionality. These messages have developed over many years using a "bottom-up" approach that has addressed individual needs through an implicit technique that relies on bi-lateral agreements between participating HIT system implementations in lieu of a pre-defined implementation guide. There is no unified view of the data that HL7 transports, nor of the data's relationship to other data. The performance of HL7 V2 can also be attributed to its adaptability. It has a lot of optional data elements and data segments, so it can be used on almost every website.
